Thoof is a site that lets users submit news, but also lets its user edit and ‘improve’ that news that has been submitted. So, say something breaking happens like ketchup stock just shot up 400%. Yet, someone notices that it wasnt actually ketchup, but mustard that shot up 500%. Wow, terrible example but you get the point. The user with the new information can append a correction to the original submission.
The layout looks clean, uncluttered (compare to Digg) and has a nice design. The founder of Thoof is Ian Clarke. Straight from the about page.

Basically its a Digg/Wikipedia hybrid. In theory it sounds interesting, but what cripples wikipedia, will more than likley cripple Thoof. Spam and troll edits are the worst. Personal opinion will plague and overrun the facts. Unless there is a serious and quick moderation team on standby, I can see this as just another user submission news website plagued by the same old problems.

1My first impressions are mixed. It sounds like an interesting idea, but i dont know if it will work.
Letting users edit anything in mass is always a big risk for any site. I highly doubt this would work well.

2This isnt anything new. It will fail just like so many web 2.0 startups.
